I circulate herewith proof copies of the Report

by Mr. E. Burney on Education in Hong Kong. The Report

has not yet been communicated to the Hong Kong Government

and must for the present be treated as a confidential

document.

Mr. Burney will make a statement on his visit

to Hong Kong at the forthcoming meeting of the Committee,

and proof copies of the Report in its present form are

accordingly circulated for members' convenience.

It is desired that the copies of the proof

should be returned to me at the conclusion of the meeting.

Final copies of the printed Report will be made available

in due course.
